Taxi never actually sometimes arrives and when you call up to complain all they say is "the driver was waiting 15 minutes" when actually they never turned up, and you're stood outside waiting since before your booking

This functionality should implement as, in period of high demand, those who are booking a taxi for leisure should have low-priority, as leisure is less important than work or emergencies. This is part of efficiency in how you run a business.
