I have a suggestion. If the employment falls below certain, the units (not all) will start rioting and destroy your own bases, until it is fixed. You can introduce police station base with its diameter of influence, and police units.

Game is broken. Tutorial does not tell how to assign units, I looked it up online, and you're supposed to click the circle bottom right, but it does nothing so seems like it just doesn't work anymore.
